Article from Washington Post
HomeFree-USA Director Marcia Griffin is quoted in the article

By Renae Merle
Washington Post Staff Writer
Wednesday, November 18, 2009
Troubled homeowners who receive housing counseling are 60 percent more likely to avoid foreclosure and have their mortgage payments lowered significantly than borrowers who navigate the process themselves, according to a study to be released Wednesday.
The study, by the D.C.-based Urban Institute, examines the effectiveness of the government-funded National Foreclosure Mitigation Counseling program, established in late 2007 to counter growing foreclosure rates. More than $300 million has been awarded to 1,700 nonprofit housing-counseling agencies since December 2007 to hire staff and conduct outreach to troubled borrowers.
In the Washington area, HomeFree-USA in Maryland and the Latino Economic Development Corp. and the Greater Washington Urban League in the District have received funding through the program.
The study compared a group of borrowers who received help through housing counselors with a control group who did not. Clients who saw a housing counselor and received a loan modification from their lenders had their monthly payments reduced on average $454 more than those who did not receive counseling, according to the report. Borrowers already seriously delinquent on their loans were 60 percent more likely to avoid foreclosure after meeting with a counselor as those who didn’t, the study said.
The foreclosure crisis has turned housing counselors into intermediaries between anxious homeowners and their overwhelmed lenders. But many nonprofit groups were unprepared at the beginning of the crisis and scrambled to hire enough staff and train them to handle foreclosure prevention rather than pre-purchase counseling.
The industry has since developed relationships with lenders that can speed the process, said Eileen Fitzgerald, chief operating officer for D.C.-based NeighborWorks, a nonprofit group that administers the program and commissioned the study. Many lenders, for example, now have dedicated phone and fax lines to tackle requests from nonprofit groups, she said.
“While it is still a challenge in being as responsive as we would like, it is better than what the homeowner faces” alone, Fitzgerald said.
Counselors can examine a borrower’s entire budget as well as assess the best ways to save the home, housing advocates have said.
So far, Congress has set aside $356 million for the foreclosure prevention counseling program, but it is considering an additional $60 million for the next fiscal year. About 730,000 homeowners have received foreclosure prevention counseling through the program so far, according to NeighborWorks.
“The average homeowner is scared,” said Marcia Griffin, director of HomeFree-USA. “It’s not that these people are ignorant, but the stuff is so convoluted, they need someone to help them plow through these issues.”

Home Foreclosure Crisis Showdown in D.C.
Led by San Diego’s Mabuhay Alliance

On Tuesday, November 17th, Mabuhay Alliance and 25 major HUD-approved nonprofit home foreclosure organizations will be meeting with four major banks, Bank of America, Wells Fargo, JP Morgan Chase and Ocwen to present their Magna Carta or Bills of Rights for homeowners facing foreclosure. The press release they will be issuing tomorrow is attached with the six Magna Carta principles. This includes a one-year Foreclosure Moratorium for all unemployed homeowners.

The next day, November 18th, Mabuhay and HomeFree-USA will be joined by 100 homeowners for a protest demonstration and press conference outside the Secretary of the Treasury’s office. They will be criticizing his preference for Goldman Sachs over Main Street homeowners. They will then march to the White House and seek to meet with President Obama’s Chief Economic Advisor, Larry Summers.

Mabuhay Alliance also has meetings on November 16th with the leadership from the Federal Reserve, FDIC, Freddie Mac and HUD on the home foreclosure crisis and its Magna Carta for homeowners.

The Executive Director of Mabuhay Alliance Faith Bautista and Deputy Director Mia Martinez will be available for interviews at their Mabuhay home counseling office at 2:00 pm tomorrow Friday, November 13th. A number of staff members doing home counseling for San Diego residence facing foreclosure will also be available.

Mabuhay!

Mabuhay Alliance began five years ago with virtually no resources and support but had big dreams and aspirations.

We started as a small Filipino American, San Diego-based organization. Today, because of the extraordinary support, not just from the Filipino American community nationwide, but with increasing support from other Asian American ethnic groups, corporations and the government, we are poised for a new era. We are increasingly recognized as a statewide and national Pan-Asian American representative for 15 million Asian Americans.

We are presently one of the strongest and most effective Asian American nonprofits addressing the foreclosure crisis and helping keep homeowners in their homes. We are also one of the strongest and most effective Asian American nonprofits relating to small- and micro-business lending, technical assistance and capacity building. And we are the most respected Asian American group advocating for consumers before the California Public Utilities Commission.

And now, as a result of recent San Diego meetings with FCC Chairman Julius Genachowski and D.C. meetings with the Secretary of the Treasury, the Chairman of the Federal Reserve, the Chair of FDIC, the Chairman of Federal Trade Commission, the OTS, the OCC, the SEC and the leadership from the antitrust and civil rights divisions of the Department of Justice, we will have a significant presence in Washington, D.C. This includes the opening of our office by the spring of 2010. We are also opening an office in the Bay Area (Daly City) next month and have been requested to open offices in Chicago and the New York/New Jersey area.

Although we began as a Filipino American-based organization, we now reflect a national partnership, spirit and our multiethnic perspective. Our board, for example, includes leaders from the African American and Latino communities.

These achievements are not just the result of the hard work and skills of Mabuhay Alliance’s staff and board of directors. They are due to the strong commitment and assistance of the Pan-Asian American community as well as the assistance and support from government leaders and corporate partners.

Fifteen million Asian Americans, and we are growing rapidly, have much to be proud and much, much more to achieve.

To date, these are the accomplishments:

Assisted 220 entrepreneurs through our Micro-Business Technical Assistance Program which began on November 2006 and 65 entrepreneurs through the Management Development for Entrepreneurs program;

Lent $65,500 to seven entrepreneurs through our Alternative Micro-Lending Program in less than a year;

Educated over 500 students, their parents and teachers through our Financial Literacy Course;

Filed over 700 income tax preparations through our Volunteer Income Tax Assistance Program; and

Helped over 4,500 homeowners through our Housing Counseling Program.

Faith Bautista
CEO & President, Mabuhay Alliance
